A price list showing how much Scientology charges for its courses on L. Ron Hubbard’s business administration ‘technology’ in the United Kingdom has leaked.
The price list, dated March 2026, shows how much Scientology are charging business for courses in the Sussex area, where its UK headquarters are located. Interestingly it appears the courses are being delivered by the Hubbard College of Administration, however the legal entity with that name was dissolved in 2014 according to Companies House.
The Hubbard College of Administration worldwide forms part of the World Institute of Scientology Enterprises (WISE), a group of businesses that use management and administration techniques developed by L. Ron Hubbard. Although WISE promotes itself as being secular, many of the courses on the list appear to be the same as those delivered in Churches of Scientology, where the controversial organisation claims they are spiritual or faith-based courses.
The courses include ‘Handling the Ups & Downs in Life’ and ‘Personal Values and Integrity’, which are introductory life improvement courses also available at Scientology Orgs. In Scientology, these typically cost £45 however the Hubbard College of Administration appear to be charging £250 for the same courses, which require between 15 and 45 hours of study.

Although many of these courses may sound enticing to entrepreneurs or small business owners, they are based on L. Ron Hubbard’s administrative policies, which were written throughout the 1950s, 60s, 70s and 80s rather than experts with real-world, modern business experience.
Companies who are part of WISE typically expect their employees to complete Scientology courses provided by the Hubbard College of Administration, though it is unclear whether they are delivered in-house or at a Scientology Org.
There is no mention of Scientology on the price list.

It should be kept in mind the "Admin Courses" were originally developed for the orgs, and are considered part of $cientology's scriptures. Lying, and claiming they were "secular" to use them as a money making and recruiting tool through WISE, came later.
In short, $cientology is running a flim-flam game, claiming the same works by Hubbard are religious in one situation, and secular in another, depending on who they are talking to at the time. They should not be allowed to get away with it.
Would not the UK Advertising Standards Authority be the right agency to investigate this obvious scam coming from a non-registered company HCA?

I've had dealings with the ASA. What you have to remember is that their remit is limited to advertising claims that are misleading or untrue – especially medical claims. Their rules are complex and specific, and they scrupulously honour them.
The documents displayed here constitute a price list, which makes no substantial claims for the efficacy of the products. OK – there's one called, "Increasing Efficiency" but that's not enough.
To make a successful complaint you would need to see something like a sales brochure that promised definite benefits for your money and know where it was distributed.
In short, it's moderately difficult to draft a complaint, but if you identify breaches of ASA rules, they do act.
